Dr. Zhao received MS and PhD degrees from Oregon State University (mentors: Dr. Charles E. King and Dr. Dallice Mills). His postdoctoral training was at College of Physicians and Surgeons, Columbia University (mentor: Dr. Howard B. Lieberman) where he became an Associate Research Scientist in the rank of Research Assistant Professor from 1993-1994. Dr. Zhao served as an Assistant Professor (tenure-track) at the Chicago Children's Medical Research Center and Northwestern University Feinberg School of Medicine from 1994-2003. During his tenure at Northwestern, he was named as the Bernard L. Mirkin PhD MD Research Scholar, an endowed Chair established by the Medical Research Institute Council with one million dollar endowment to support his HIV-related research. Dr. Zhao joined the faculty of the University of Maryland School of Medicine in 2004. He is currently a tenured full Professor. Besides his primary appointment in the Department of Pathology, Dr. Zhao holds additional faculty appointments in the Department of Microbiology-Immunology, the Marlene and Stewart Greenebaum Cancer Center and the Institute of Human Virology at the University of Maryland.

Dr. Zhao is an elected member of the faculty council at the University of Maryland School of Medicine (UMSOM); President of the faculty senate (2011-2013) at the University of Maryland (UMB); and a member of the Council of the University Faculties (CUSF) at the University System of Maryland (USM).

Dr. Zhao holds Guest Professorship at various non-US universities including the Institute of Virology of China CDC; the Institute of Microbiology and Epidemiology of the Chinese Military Academy of Medical Sciences, Institute of Virology, Shandong Academy of Medical Sciences; Shandong University School of Medicine; Zhongshan (Sun Yat-Sen) University, University of Pécs, Pécs, Hungary, and the Institute of Applied Molecular Medicine, CEU-San Pablo University School ofMedicine, Madrid, Spain.

Specializing in HIV/AIDS and Molecular Diagnostics, He is currently president of the US-China AIDS Alliance, scientific advisor for the China AIDS Foundation and have served as a member of virology committee for the National Pediatric AIDS Clinical Trial Groups (PACTG). Dr. Zhao serves or have served a number of scientific advisory and review bodies. These include the Board of Governors and Chairman of the Scientific Advisory Committee at the Kinsey Institute of Indiana University, Advisor of the Illinois American Cancer Society, Advisor for the Clinical Laboratory Standard Institute. Dr. Zhao has served as a reviewer or chair various international science grant review bodies including the US National Institute of Health (NIH), the Department of Defense (DOD), the American Association for Advanced Sciences (AAAS), Illinois American Cancer Society, the Swedish International Development Cooperation Agency (Sida), the French National Research Agency, the Wellcome Trust UK , the Qatar National Research Fund, Israel Science Foundation, University of Sydney , Australia and the National Medical Research Council (NMRC), Singapore .

Dr. Zhao has served on a number of scientific editorial boards including Cell Research, Cell & Bioscience, Chinese Journal of Clinical and Experimental Virology, Clinical and Applied Immunology Review, International Journal of High Throughput Screening, Journal of Clinical and Experimental Pathology, Frontiers in Virology, Frontiers in BioSciences, PLos One and Retroviology. He has published more than more than 100 scientific articles in various American and international journals with more than 80 conference abstracts and edited three scientific books and three special issues of scientific journals. Dr. Zhao has been invited to give lectures on his basic science research and molecular diagnostics world-wide including Austria , Australia, Belgium, China, Czech Republic, France, Hong Kong, Hungary, Italy,  Japan, Mexico, Thailand, Taiwan, Singapore, South Korea, Sweden , Slovakia , Spain, United Kingdom, and the United States.
